PROBLEM TO BE SOLVED: To provide a telephone exchange capable of reducing a processing load, and the operating cost, while properly executing call arrival processing, and simplifying the system configuration. SOLUTION: When an incoming call addressed to an IP terminal T2 arrives from an analog / ISDN network NW, a call control section of an IP network interface section 12-1 in the master apparatus 1A as the telephone exchange receiving the incoming call determines whether or not voice circuits of its RTP control section by two channels are busy, transfers the incoming call to an IP network interface section 12-2 not through a central control section 11, and the IP network interface section 12-2 uses a free RTP channel to carry out communication connection between a phone terminal on the analog / ISDN network NW and the IP terminal T2.
