PROBLEM TO BE SOLVED: To projectingly form a cantilever supporting reinforced concrete balcony from a concrete wall without impairing a composite panel in a reinforced concrete outside heat insulating building coating the outer circumference of a concrete skeleton by the composite panel equipped with air permeability and insulating. SOLUTION: A Z line 1 unifying a Z upper end line 1U and a Z lower end line 1D with a Z truss line 1M equipped with an intermediate slope section 1S is penetratingly put on the composite panel 20 short in the direction of the height, the composite panel 20 is mounted and connected to the upper end of a composite panel 2 long in the direction of the height under a balcony B, and one projected from the composite panel 20 is unified by placing a concrete in the concrete skeleton CF, the other is unified by placing a concrete in a balcony floor slab SB, and an insulating layer 2B section of the composite panel 20 is rigidly structurized by the Z truss line 1M of the Z line 1 to fix in a state to unify the basic end Bb of the balcony floor slab SB with the surface of a molding cement plate 2A of the outside of the composite panel 20.
