PROBLEM TO BE SOLVED: To provide a ground sill spacer and a construction method of a foundation making use thereof capable of preventing the closure of each ventiduct by a mortar even if mortar finishing operation of the outside surface of the foundation is carried out. SOLUTION: The ground sill spacer 1A is equipped with a rectangular plate-like main body section 11 and a weir section 18 at least one side of the outside in the direction of the width of the main body section 11. The main body section 11 has a lower surface 11a mounted on the foundation and an upper surface 11b mounting a ground sill thereon and, at the same time, a plurality of ventiducts 13 passing through the main body section 11 in the direction of the width at right angles to the longitudinal direction of the main body section 11 are provided to the main body section 11. The weir section 18 is extended in the longitudinal direction of the main body section 11, and a lower surface 18a located on approximately the same plane as that of the lower surface 11a of the main body section 11 is included.
