PROBLEM TO BE SOLVED: To provide an apparatus and a method for treating muddy water capable of separating mud of the low moisture content from muddy water, and bagging the separated mud to facilitate conveyance of the bagged mud as it is. SOLUTION: The apparatus for treating muddy water is provided with: an agitation/conveyance part 14 in which the mud 6 from an apparatus 11 for separating muddy water is agitated while being conveyed; a stabilizing material supply part 15 for supplying a stabilizing material 12 to the mud 6 being conveyed by the agitation/conveyance part 14; a moisture absorbing material supply part 16 for supplying a moisture absorbing material 13 to the mud 6 being conveyed by the agitation/conveyance part 14; and a bagging part 61 for bagging the mud 6 agitated/conveyed by the agitation/conveyance part 14.
