PROBLEM TO BE SOLVED: To provide a toilet seat lifting device used a damper apparatus excellent in quietness without using oil. SOLUTION: An air damper mechanism 7 is formed of: a cylindrical cylinder 71 extending from the lower surface of a top member 53 of a slider 5 toward the fixed surface 21 of a fixed plate 2; and a piston 72 which is arranged in the cylinder 71, formed a sealed space in the cylinder 71 and supported on the side of the fixed plate 2. Moreover, at the top plate member 53, a communication hole 76 communicated with the sealed space 73 is formed, and an earthenware mortar 76a in the shape of the earthenware mortar whose opening area is expanded in a direction separated from the sealed space 73 centering on an axis L1 with the relative movement of the cylinder 71 and the piston 72 is provided.
