PROBLEM TO BE SOLVED: To provide a blow-off controller of an air conditioner for a railroad vehicle capable of making a voice command from a train-man precisely recognized while maintaining comfortability of air conditioning as much as possible. SOLUTION: This blow-off controller of the air conditioner for the railroad vehicle is furnished on the railroad vehicle having a means to recognize the voice input to a voice input means 5 from the train-man of the railroad vehicle 3 and to actuate an apparatus loaded on the railroad vehicle in accordance with the recognized result and the air conditioner 2 for the railroad vehicle to blow off air by a fan 14 for the air conditioning to the inside of a train compartment through a plurality of blow-off ports 15a to 15e. It is furnished with a blow-off port deciding means 10 to selectively decide the blow-off port to obstruct recognition of the voice out of a plurality of the blow-off ports 15a to 15e when the voice is input and a blow-off port air capacity limiting means 11 to limit air capacity blown off from the blow-off port decided by the blow-off port deciding means 10 less than specified capacity in the case when the air conditioner for the railroad vehicle works when the voice is input.
