PROBLEM TO BE SOLVED: To lower the height of each tooth of male and female spline parts 47b, 48b disposed to a rotary shaft 29 and a worm shaft 27, respectively, and sufficiently secure durability by inexpensive structure. SOLUTION: A ring 49a with elastic teeth made of an elastic material is spline-engaged with the male and female spline parts 47b, 48b. Bottoms of internal teeth 51b of a ring 49b with elastic teeth are positioned outside tooth bottoms of external teeth 50b in a diameter direction. In a state that the ring 49b with elastic teeth is installed between the spline parts 47b, 48b, the teeth of the spline part 47b are circumferentially superimposed with the teeth of the spline part 48b. T<SB>1</SB>is larger than the T<SB>2</SB>and T<SB>3</SB>, when the thickness of the center part in a radial direction of the ring 49b with elastic teeth disposed between parts circumferentially superimposed of the teeth of the spline parts 47b, 48b is defined as T<SB>1</SB>, thicknesses of both ends in a radial direction of ring 49b with elastic teeth other than the superimposed parts are defined as T<SB>2</SB>, T<SB>3</SB>.
