PROBLEM TO BE SOLVED: To provide a method of manufacturing a ceramic multilayer substrate whereby, when an insulator is formed on its second ceramic layer and conductors are so formed on its second ceramic layer as to cover them with the insulator, they are formed without any print blurring. SOLUTION: In the method of manufacturing a ceramic multilayer substrate, an insulator is formed on its second ceramic layer, and the second ceramic layer is so pressed as to control the thickness of the insulator, and to improve the printing quality of conductors onto the insulator. Further, since the density of the insulator can be increased, when subjecting the conductors to a plating processing, the conductor peeling caused by a plating liquid penetrating the insulator can be prevented, and the sticking of the plating to the underlaid conductors of the insulator can be also prevented.
