PROBLEM TO BE SOLVED: To provide a wind swinging checking mechanism in a base isolation building wherein an upper structure part is surely prevented from twistingly moving in an earthquake. SOLUTION: One wire-shaped strip material 3 is stretched around in a mode of checking relative rotation and the relative movement in the horizontal direction around a vertical line of a lower structure part 1 and the upper structure part 2, and the lower structure part 1 and the upper structure part 2 are connected in a wind swinging checking state, and when one place in the longitudinal direction of the strip material 3 ruptures by the earthquake, base isolation operation is performed by releasing the connection of the lower structure part 1 and the upper structure part 2 by the strip material 3.
