PROBLEM TO BE SOLVED: To provide a sleeper which can make both compatible the fastening performance to rails and high strength. SOLUTION: The sleeper 1 has a rigid member 10 having a plurality of storage sections 21, each having an upper opening, at locations corresponding to fastening portions to the rails 90, and fastening members 11 stored in the storage sections 21. The rigid member 10 is formed of rigid plates 20 and includes side plates 22, bottom plates 23, a connection plate 25, and end plates 26. The storage section 21 is defined by the side plates 22, and the bottom plate 23, and the connection plate 25 is arranged in between the storage sections 21 to connect between the storage sections 21.
