<P>PROBLEM TO BE SOLVED: To facilitate decision of timing and quantity of an order for a commodity without requiring heuristics of a human. <P>SOLUTION: When a basic prediction value computing part 3 analyzing time series sales result associating sales timing and sales performance in the past based on sales result data of the commodity in the past stored in a result data storage part 1 and calculating a basic prediction value of sales performance from the analyzed time series sales result, an objective prediction value representing timing and the degree of sale of the commodity can be obtained.
