<P>PROBLEM TO BE SOLVED: To provide a motion vector detection device and its program for detecting a proper motion vector according to the circumstances of an object in an image. <P>SOLUTION: When frame data are acquired, a block dividing part 21 divides the frame data into a plurality of correlation detection blocks, and a mean value calculating part 22 calculates the pixel mean value of each correlation detection block, and an activity calculating part 23 calculates the block activity of each correlation detection block from the pixel mean value of each calculated correlation detection block. Then, a group distributing part 24 distributes each correlation detection block into two groups based on the calculated block activity, and calculates the motion vector of each group by a representative point matching method (correlation value calculating part 26, an accumulation part 27, motion vector calculating part 28).
