<P>PROBLEM TO BE SOLVED: To provide a semiconductor light-emitting element by which an electric current is diffused to a light-emitting layer as a whole and the light to be emitted from the light-emitting layer is efficiently extracted to the outside, and to provide a semiconductor light-emitting apparatus. <P>SOLUTION: The semiconductor light-emitting element comprises semiconductor multilayer bodies 5-9 including the light-emitting layer 7, and having surfaces for extracting the light to be emitted from the light emitting layer 7; a conductive film 14 arranged on the light extracting surfaces of the semiconductor multilayer bodies 5-9, and having translucency relative to the light to be emitted from the light-emitting layer 7; and an electrode 16 arranged on the conductive film 14.
