PROBLEM TO BE SOLVED: To provide an upper part steering device of a wheel-type construction machine by which a foot space in an operator's cabin and a field of front vision is enlarged in a simple structure. SOLUTION: The upper part steering device 30 of a hydraulic excavator that is a wheel type construction machine comprises a steering column 42, provided with a tilt mechanism at the lower part, a decorating cover 60 surrounding the steering column 42, and a cornice-like dustproof boot 64 which is provided between a lower end of the decorating cover 60 and the steering column 42 and in a manner of being tapered downward.
