PROBLEM TO BE SOLVED: To provide an upgrade control system to be used for upgrading the software of a voice reception terminal configuring a loudspeaking system for transmitting digital voice data for upgrading the software without simultaneously interrupting loudspeaking functions in a specific area. SOLUTION: An upgrade controller 105 is provided with an area management data storage part 201 for storing area management data including the data of the arrangement area of a speaker corresponding to each of a plurality of voice receiving terminals, and configured to execute upgrade by arrangement area units, and to successively make an upgrade instruction to voice receiving terminals 102 by every specific number in the arrangement area.
