PROBLEM TO BE SOLVED: To develop a novel ceiling cooling system capable of avoiding problems such as generation of mold or leaking into a room by preventing generation of dew condensation itself in a cooling panel following passing of a coolant, and capable of carrying out comfortable cooling without too much lowering of humidity of a room atmosphere. SOLUTION: A measuring means is provided for measuring a surface temperature of the cooling panel 1, and a measuring means is provided for measuring a temperature and humidity in the room R. The surface temperature of the cooling panel 1 is measured when the coolant set at a coolant set temperature and a coolant set flow rate so as to cool the room atmosphere A until a set temperature, is passing through the cooling panel 1. The room atmosphere A is dehumidified such that a dew point temperature is less than the surface temperature of the cooling panel 1, and generation of dew condensation on a surface of the cooling panel 1 can be prevented when the room atmosphere A contacts the cooling panel 1.
