PROBLEM TO BE SOLVED: To provide an organic electroluminescent device provided with an organic functional layer formed by liquid phase method in the organic electroluminescent device which gives a uniform and high luminescence having the organic functional layer formed with a uniform thickness while keeping an opening ratio and to provide the method of forming the same. SOLUTION: The organic EL device has an organic EL element 200 which sandwiches an organic functional layer 140 between a pixel electrode 141 and a common electrode 154 disposed on a substrate P. The organic functional layer 140 is formed in a region surrounded with a bank 150 formed standing along the periphery of the pixel electrode.
