PROBLEM TO BE SOLVED: To provide a processor and a processing method, in which processing time can be shortened by shortening a moving route. SOLUTION: A punching device adapted to punch a flexible substrate 11 having a plurality of punching object parts 11a with photographing of the punching object parts 1a while moving the substrate 11 relative to a head part 15 having a punching part 16 and a CCD camera 17 comprises an electric control unit 20 including a RAM 25 and a drive unit 12. The electric control unit 20 calculates the moving distance of the flexible substrate from a current position for performing predetermined processing to a position for performing the next processing based on coordinate data of the punching object parts 11a stored by the RAM 25 and the arrangement or interval with the punching part 16 and the CCD camera 17, and forms a processing order list 25a based on the calculation value.
