PROBLEM TO BE SOLVED: To provide a developing device that can suppress decrease in image density or production of a ghost image even when images are continuously formed, and suppress generation of an irregular state in a succeeding image after a solid image is formed. SOLUTION: The developing device is equipped with at least a developing roll that is disposed in contact with or close to an image carrier rotating in one direction, rotates in one direction and supplies a developer comprising at least a toner containing a binder resin to the image carrier, and a regulating member that is disposed close to the developing roll and regulates the amount of the developer supplied to the image carrier, with the entire circumference of the developing roll being covered with the developer; wherein surfaces of the toner have a substance containing a fluorine atom and/or a silicon atom.
