PROBLEM TO BE SOLVED: To suppress deterioration in an image due to re-encoding by scaling down a transcoder.

SOLUTION: An encoding parameter multiplexer 103 multiplexes an existing encoding parameter and encoding parameters of a plurality of generations included in history information over video data to be supplied from a decoder 102, and outputs them as a digital video signal of a baseband to an encoding parameter separator 105. The encoding parameter separator 105 selects an encoding parameter to be used for encoding, outputs it as an existing encoding parameter to an encoder 106, and outputs the residual parameters of the plurality of generations to a history encoder 107. The encoder 106 encodes the video data to be supplied from the encoding parameter separator 105 with the existing encoding parameter to generate a bit stream, and multiplexes user data including the encoding parameters of the plurality of generations to be supplied from the history encoder 107 as history information over the bit stream, and outputs it.
