PROBLEM TO BE SOLVED: To allow multiple users to confirm a history of request transmission from the user of a radio communication apparatus, while suppressing the traffic of communication in a prescribed area by the radio communication apparatus. SOLUTION: A disaster information reception request is transmitted through the use of a BCMCS flow registration message in response to the operation of a mobile terminal device 4 by the user.
