PROBLEM TO BE SOLVED: To provide a bill handling apparatus for stacking wrapped stacks of bills each of which contains a first predetermined number of bills, then winding a binding tape around the stacks, and wrapping the stacks to create a stack of bills containing the stacks of bills equal in number to a second predetermined number, the apparatus being capable of creating stacks of bills that can be managed as desired. SOLUTION: The bill handling apparatus includes a bill stack stacking part 21 for stacking unit stacks of bills each containing a first predetermined number of bills with a first winding tape wound thereon, being wrapped, and being equal in number to the second predetermined number; a wrapping process part 22 for creating a stack of bills by winding a second binding tape T around the unit stacks of bills stacked by the bill stack stacking part and being equal in number to the second predetermined number, the second binding tape T being formed with an inlet having an IC chip and an antenna built in; and an RFID writer 25 for writing RFID data on the IC chip in the inlet of the binding tape.
