PROBLEM TO BE SOLVED: To provide a filling and packaging machine of high productivity to solve the problem that a defective sealing is sometimes formed in a case of packaging an article with an object matter being bitten in a lateral sealing portion to necessitate a visual inspection of the sealed portion by an operator. SOLUTION: The filling and packaging machine used to form a packaging bag P by sealing a film 2 while filling the article W to be packaged is equipped with a detecting means K1 for outputting a detecting signal in accordance with a sealing condition in the sealing section 2B of the film 2, a cutting means 8 capable of cutting the sealing section 2B and a controlling means K2 for controlling the cutting means 8 in accordance with this judgment by judging the sealing condition of the sealing section 2B based on the detecting signal from the detecting means K1.
