PROBLEM TO BE SOLVED: To provide a subcriticality monitor and its method in a system for handling a nuclear fuel. SOLUTION: The subcriticality monitor comprises: a neutron radiation section 3 for radiating neutrons to a measured object; a neutron measurement section 5 for measuring a neutron discharged from the measured object; a neutron transmission adjusting section 1 having a transmission section 2 for transmitting the neutrons and a shielding section 21 for reducing the transmission amount of neutrons; a driving device 13 of the neutron transmission adjusting section for moving the transmission section and the shielding section of the neutron transmission adjusting section; a position detector 12 for detecting the position of the transmission section; a measurement control section 7 that controls the neutron transmission adjusting section with the driving device of the transmission adjusting section and varies the time at which the neutrons transmit through the transmission section and are radiated to the measured object; and a measurement value processing section 8 that determines the measurement value of the neutron measurement section in a state where neutrons are radiated to the measured object and the measurement value of the neutron measurement section in a state where neutrons are shielded and determines an effective multiplication factor of the measured object.
