PROBLEM TO BE SOLVED: To provide a liquid filling device, setting a tip of a nozzle at a desired position in the radial direction inside a pipe, and suitably preventing fluid from carelessly flowing out of the pipe, when the nozzle is removed from the pipe for maintenance of the nozzle. SOLUTION: The liquid filling device comprises body part 2 which has a cut-off valve 4, has a through hole 2a therein, extended from one end part 2A including the cut-off valve 4 to the other end part 2B; and the nozzle part 3, inserted into the through hole 2a of the body part 2 from the other end part 2B side, fixed liquid-tightly to the body part 2 at the other end part 2B, and having a length where its tip part 14 is projected from one end part 2A of the body part 2. In the body part 2, a sealing member 10 for liquid-tightly sealing an inner face of the through hole 2a and the outer face of the nozzle part 3 is disposed between the cut-off valve 4 and the other end part 2B.
