PROBLEM TO BE SOLVED: To provide a catalyst for use in producing chlorine by oxidizing hydrogen chloride with oxygen and excellent in durability of activity. SOLUTION: The catalyst is prepared by depositing ruthenium oxide and metal tin and/or tin compound on a carrier. In the presence of the catalyst, hydrogen chloride is oxidized with oxygen and chlorine is produced. As the carrier of the catalyst, titanium oxide, titanium oxide, in particular, having rutile type titanium oxide is preferably used.
