PROBLEM TO BE SOLVED: To produce high quality city water by increasing the injection rate of ozone to correspond to the concentration of ammonia in water to be treated and securing high ozone injection effect while suppressing the concentration of bromic acid to a prescribed value in such time when treating water high in the concentration of odor materials flows in or the quality of raw water is degraded by draught water flow. SOLUTION: A correcting value is calculated in a dissolved ozone concentration set value correcting part 6c corresponding to the concentration of ammonia in the water to be treated which is introduced into ozone injection equipment 3a to correct a dissolved ozone concentration set value set in a dissolved ozone concentration set value part 15 and the concentration of ozone generated in ozone generation equipment 2 is controlled by the correction to suppress the concentration of bromic acid in the water to be treated.
