<p><P>PROBLEM TO BE SOLVED: To perform decision related to a task role of a user without performing data processing of an object itself by performing adaptability decision between an access history to the object and an access rule to the object according to the task role. <P>SOLUTION: A log holding means 1 holds access target object information and access user information to the object (a document) held in a document database 1, and the access history including access time information and access operation information.
