PROBLEM TO BE SOLVED: To provide a mercury vapor discharge fluorescent lamp 10 having a barrier layer 14 and a phosphor layer 16. SOLUTION: The barrier layer 14 contains yttria-coated alumina particles. The barrier layer 14 is preferably at least 11 weight percent yttria. The barrier layer can be formed by a process including a step of preparing yttria covered base material particles as an aqueous suspension, a step of separating particles from at least 50 weight percent dissolved salts in the suspension, a step of mixing the particles in a coating suspension, a step of coating the coating suspension on an envelope inner side, and a step of forming the barrier layer from the coated coating suspension.
