PROBLEM TO BE SOLVED: To provide an information recording medium, a recording/reproducing device, and a rerecording/reproducing method which can perform a recording prevention function effectively. SOLUTION: The information recording medium is provided with a first area for recording prevention information for preventing recording of data to the information recording medium and a second area for recording a state information field including state information about the first area. Even when information for prohibiting recording of the data to the information recording medium is set to the recording prevention information, it is permitted to record the state information field for updating the changed state information of the first area in the second area.
