PROBLEM TO BE SOLVED: To provide a method for improving fuel consumption efficiency and purifying exhaust gas, easy in installation on a new car and an existing car, and superior in versatility. SOLUTION: In this method for improving the fuel consumption efficiency and purifying the exhaust gas, a tourmaline container 14 is composed of a cylindrical wire net having of length of 100 mm and an outer diameter of 40 mm, and fills a tourmaline granular material T about a half in the inside. This tourmaline vessel 14 is placed by one or the predetermined number in a bottom part of an air cleaner box 11 in response to the displacement of an internal combustion engine 10. Air taken in from an outside air intake port is sent into the internal combustion engine 10 by removing dust and dirt by an air filter element 12 after contacting with the tourmaline granular material T in the tourmaline container 14. The tourmaline vessel 14 also rolls in the air cleaner box 11 by acceleration-deceleration and vibration in traveling, and the tourmaline granular material T is enhanced in the action effect by excellently contacting with the air.
