PROBLEM TO BE SOLVED: To provide a circular saw cutter which eliminates backlash and hysteresis while reducing energy loss and is free from influences of a plurality of frequencies of a resonance frequency or smaller. SOLUTION: First and second speed-reducing gear shafts 31 and 32 mounted to reduce speed in two stages are formed to be hollow in a speed-reducing gear mechanism 20 for transmitting reduced power of an electric motor 11 to a main shaft 12, and first and second torsion bars 41 and 42 are rotatably supported inside. The respective torsion bars 41 and 42 have a length whose end can protrude from both ends of the shafts 31 and 32. Gears 41in, 41out, 42in and 42out with the same module, the same number of teeth and the same pitch diameter as those of gears 31in, 31out, 32in and 32out attached to both ends of the speed-reducing gear shaft supporting the torsion bars are mounted at both ends. The gears are engaged by an operation of a torsion applying coupling 45 in such a condition that a predetermined torsion load is applied to the respective torsion bars 41 and 42.
