<P>PROBLEM TO BE SOLVED: To provide a developing device, process cartridge and image forming apparatus capable of suppressing the problems of streak images and the like, caused by fuzzing of the filter and obtaining a satisfactory image output, while pressure removal (toner scatter prevention performance) in an exhaust part having a filter is retained, in a under development system. <P>SOLUTION: An opening 50a serving as the exhaust part is disposed on the upper face side of a developing device 5. The filter 61 for preventing toner leakage is set on the upper side of the opening 50a. The filter 61 is disposed opposite the image carrier face of an intermediate transfer belt 8 as an unfixed image carrier.
