<P>PROBLEM TO BE SOLVED: To provide an outgoing angle control sheet through which outgoing light is emitted so as to be concentrated in a required range, in particular, the outgoing light is emitted so as to be concentrated in a range of 10-50 degrees of an outgoing angle where condensing efficiency with a condensing sheet using a prism is high, and a method for manufacturing the same, and a surface light source device. <P>SOLUTION: A lenticular lens portion 32, formed by aligning unit convex lens shapes 32a on the outgoing side, is formed.
