PROBLEM TO BE SOLVED: To provide a developing apparatus capable of forming a uniform and stable thin developer layer even when a one-component magnetic toner having high circularity is used, and an image forming apparatus capable of providing stable and high image quality. SOLUTION: The developing apparatus 12 comprises a spherical toner, a developing sleeve 2 carrying and conveying the toner, a developing blade 4 regulating the toner on the developing sleeve 2, and a magnet 3 fixed and arranged within the developing sleeve 2, in which a magnetic member 6 is fixed and arranged in a position of 0 to 25°nearer on the negative side in the rotating direction of the developing sleeve than an abutting section Nip and 1.0 to 2.5 mm in the distance L from the surface of the developing sleeve 2.
