PROBLEM TO BE SOLVED: To provide a nonvolatile data management system, a nonvolatile data management method and a program for validly using the whole memory region of a sector, and for reducing the update frequency of the sector. SOLUTION: This nonvolatile data management system 10 is configured of a sector management task 20; a data group management task 22; a sector 30; and a data group pointer table 24. In the case of the update operation of the sector, the whole memory region of the sector is validly used so that the update frequency of the sector can be reduced. Therefore, it is possible to construct the nonvolatile data management system 10 in which the lifetime of the device is extended, and maintenance efficiency is made excellent.
