<p><P>PROBLEM TO BE SOLVED: To reduce any unpleasant feeling to be given to a user, and to suppress useless power consumption by detecting such a status that the dropping speed of a temperature inside the case of a computer stagnates, and stopping the rotation of a cooling fan. <P>SOLUTION: When a temperature inside the case of a computer is set between a set temperature value Tb2 for shifting a cooling fan from middle speed rotation to high speed rotation and a set temperature value Tb3 for shifting the cooling fan from the middle speed rotation to stop, whether or not the dropping speed of the temperature inside the case stagnates is judged.
