PROBLEM TO BE SOLVED: To provide a commutator to which a surge-absorbing element can be fitted easily. SOLUTION: The commutator C1 includes a commutator main body 41 having a plurality of segments 1 to 24 provided in the circumferential direction and a short-circuiting member 42 fixed to the commutator main body 41 and having two short-circuit constituting member groups 51, 52. Each short-circuit constituting member groups 51, 52 has a plurality of outer circumferential side terminals 51a, 52a arranged in the circumferential direction and connected to the corresponding segments 1 to 24, a plurality of inner circumferential side terminals 51b, 52b arranged in the circumferential direction inside the outer circumferential side terminals 51a, 52a, and connection parts 51c, 52c connecting the corresponding outer circumferential side terminals 51a, 52a and the inner circumferential side terminals 51b, 52b respectively. Furthermore, a varistor 71 is interposed between the circumferentially adjoining inner circumferential side terminals 51b, 52b and is integrally formed with the inner circumferential side terminals 51b, 52b so as to electrically connect the mutual inner circumferential side terminals 51b, 52b.
