PROBLEM TO BE SOLVED: To provide a surface-treated metal plate having excellent adhesion with a resin without using chromium, and to provide its production method. SOLUTION: In the surface-treated metal plate, at least one side of a metal plate is provided with a film comprising Ti, F and O. The coating weight of the film is preferably 3 to 200 mg/m2expressed in terms of Ti per side. The surface-treated metal plate can be produced by subjecting a metal plate to cathode electrolysis treatment or dipping treatment, e.g., in an aqueous solution comprising fluoro titanate ions or in an aqueous solution comprising fluoro titanate ions and a fluorine salt.
