PROBLEM TO BE SOLVED: To prevent a behavior of carrying out setting changing operation illegally or the like. SOLUTION: A moving member 53 is provided at a top on the rear surface side of a lower door 15. When detecting carrying out of the setting changing operation illegally, the moving member 53 is made to project to prohibit the lower door 15 from being closed and an error is reported using a speaker 31 and a lamp. By prohibiting the lower door 15 from being closed like this when the illegal behavior is carried out, carrying out of the illegal behavior can be found at its early stage.
