<P>PROBLEM TO BE SOLVED: To provide a battery enhancing charge/discharge efficiency. <P>SOLUTION: A separator 23 is impregnated with an electrolyte. The electrolyte contains a cyclic carbonate derivative having a halogen atom, such as 4-fluoro-1,3-dioxolane-2-on or 4-chloro-1,3-oxolane-2-on and a compound in which trialkylsilyl group such as boric acid tris(trimethylsilyl) is bonded with atoms other than silicon through oxygen.
