PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus such that a heating means securely abuts against a fixing means even against a frictional force from the fixing means to keep abutting pressure always constant and toner can stably be fixed on a recording material. SOLUTION: The heating means 33 has a fulcrumαof rotation and rotates on the fulcrumαof rotation to abut against the fixing means 31, and the heat of the fixing means 31 heated as the heating means 33 abuts is used to heat and fix an unfixed toner image 35a formed on the recording material P at a fixing nip part TN.
