PROBLEM TO BE SOLVED: To provide an aqueous suspension liquid agent enabling the application of a sufficient amount of medicament for therapeutic treatment to a topical part in spite of the failure in establishing the preparation of a sparingly soluble medicament to be usable in topical application, and provide an aqueous suspension liquid agent, especially an eye lotion, enabling the sterilization with high-pressure steam and having low topical stimulation and excellent aging stability and dispersion stability. SOLUTION: An aqueous suspension liquid agent containing fine nano-particles of a sparingly soluble medicament and a disintegrating agent, and an aqueous suspension liquid agent produced by adding a solution containing the sparingly soluble medicament solubilized over saturated solubility to the above aqueous suspension liquid agent are effective for increasing the drug concentration at the topical part to a level sufficient for the therapeutic treatment and keeping the effective concentration. These liquid agents exhibit excellent therapeutic effect, have low topical stimulation and excellent aging stability and dispersion stability, enabling high-pressure steam sterilization and useful as a topical application preparation for various diseases.
