PROBLEM TO BE SOLVED: To solve the problem that, relating to melting of waste, materials easily melted at a high temperature have high viscosity and poor flowability, so that materials hardly melted or foreign matters are mixed in the fully melted materials in a state of being half-melted, and carried out in a mixed state, thereby slag, or the like is hardly reused (recycled). SOLUTION: Compositions of ash and melted materials in general garbage or industrial wastes are estimated beforehand, CaO, SiO<SB>2</SB>, MgO, or Al<SB>2</SB>C<SB>3</SB>-based melting auxiliary resources are additionally charged so that, in the composition, CaO/SiO<SB>2</SB>eventually becomes 0.15 to 1.45, and the waste is conditioned so as to be easily melted.
