<P>PROBLEM TO BE SOLVED: To prevent coded information from being illicitly altered or used. <P>SOLUTION: In an encoder, a code embedding part 110 of a code embedding device 100 acquires a code and image data, and embeds the code by using the difference of the average density of image data, and generates encoded image data.
