<P>PROBLEM TO BE SOLVED: To take over actual achievements even when a person in charge of the affairs changes his/her job or starts an independent business by enabling an orderer to select an individual person in charge of the affairs to place an order. <P>SOLUTION: The mediation apparatus has: a first promotion means 21 for promoting a request to issue a specific power ID to a person in charge of business negotiation and order acceptance who has a right of business negotiation; a first assignment means 22 for assigning the power ID in accordance with promotion by the first promotion means 21; a second promotion means 23 for promoting the person in charge of the affairs subordinate to the person in charge of business negotiation and order acceptance to issue a request of a specific ordinary ID; a second assignment means 24 for assigning the ordinary ID in accordance with the promotion by the second promotion means 23; a registration means 25 for registering the power ID and ordinary ID in association with each other; a processing means 26 allowing job skill information on each person in charge of the affairs to be viewed through a network 30; and an acceptance means 27 for accepting an application of business negotiation with respect to the job skill information viewable by the processing means 26.
