PROBLEM TO BE SOLVED: To prevent deterioration in image quality of an image after scene change in encoding of moving picture data.

SOLUTION: A moving picture data encoding program causes a computer to execute a procedure for detecting a scene change between images, and a procedure for performing encoding using coarse quantization for image data before the scene change when the scene change is detected, depending on, for example, whether the size of absolute value sum of the difference between frames exceeds a certain threshold.
