PROBLEM TO BE SOLVED: To solve problems that a new patch and a new virus pattern are not applied just after publication of them, thereby it is determined that all the resources are dangerous in security when security is determined and an action dangerous in security is carried out on all the resources. SOLUTION: From a vender providing the patch and virus pattern information, a publication date and the degree of importance are acquired to be accumulated in a client security management system. Using the publication date, the degree of importance, and an evaluation point showing a usual security measure condition, levels of action are classified. When an action having an allowance period from the publication date according to the level of action is carried out, a differential action can be operated. In addition to application to a quarantine system, an educational network is installed, and education can be carried out on resources for which security measures are not usually taken frequently.
