PROBLEM TO BE SOLVED: To provide a server apparatus whereby a telephone terminal connected to a packet network can efficiently transmit an emergency report to a proper facility. SOLUTION: At the arrival of a transmission request of the emergency report from the telephone terminal T31 to public networks NWA, NWB, the communication server (server apparatus) SV reads positional information of a caller from a terminal management database on the basis of a terminal ID of the caller included in the transmission request, compares the positional information with positional information of gateways GW1, GW2 in a gateway management database, selects the gateway GW2 located at the closest position from the telephone terminal on the basis of a result of the comparison, and allows the gateway GW2 to transmit the emergency report to the public network NWB.
