PROBLEM TO BE SOLVED: To provide a video signal recording/regenerating device avoiding excessive generation of fragmented receiving units (cells), and resultant generation of thumbnail. SOLUTION: A controller 6 controls an encoder/decoder 4 by discriminating a first and a second temporary halt means for temporarily halting record processing, from a variety of conditions. When the record processing is halted by the first temporary halt means, a split point of the video record information when the recording is resumed is registered into cell management information of a record means 5 as a cell boundary, while, when the record processing is halted by the second temporary halt means, the split point of the video record information when the recording is resumed is not registered into the cell management information as a cell boundary.
